trucking31The American Transportation Research Institute, or ATRI, is the research arm of the American Trucking Associations. Last week, it issued its Annual Report of the 10 Top Industry Issues, along with methods carriers plan to pursue to deal with them or combat them.

Here’s the full list of issues, according to ATRI:

1. Hours-of-service

2. CSA

3. Driver shortage

4. Economy

5. Electronic logging device mandate

6. Truck parking

7. Driver retention

8. Fuel supply/fuel prices

9. Infrastructure/congestion/funding

10. Driver health and wellness

Of course, the change to the Hours of Service Rules, effective July 1st, was carriers’ top concern. FMCSA’s Compliance, Safety, Accountability program came in second.

According to ATRI’s Report, carriers proposed the following ways to deal with the new Hours of Service Rules:

  • “Quantify the impacts” of the new hours rules on operations, productivity and safety
  • Looking for innovate and flexible strategies for managing fatigue than prescriptive hours rules
  • Advocating for increased flexibility in the current sleeper berth provision

Concerning the CSA Program, the following suggestions were made by carriers:

  • Continue to seek crash accountability in the agency’s scoring methods so carriers and drivers aren’t dinged for accidents they had no fault in
  • Utilize Inspector General and Government Accountability Office reports to force FMCSA’s hand on fixing the flawed CSA scoring system
  • Show the impact that the disparity in state enforcement has on CSA scores

trucking66Operation Safety Driver Inspection Blitz, is in effect across North America. It started Sunday, October 20th, and will end on Saturday, October 26th.

Sponsored by the Commercial Vehicle Safety Alliance, this year’s effort will be like last year’s event, when law enforcement officials stopped more than 40,000 drivers at 1,245 locations in the United States and Canada. Law enforcement will target unsafe driving by truckers and four-wheelers, but especially distracted driving.

During the CVSA’s Annual Roadcheck inspection blitz, held for 72 hours last June, out of the 73,023 drivers inspected, 24.1 percent were placed out of service, with brake-related issues making up 49.6 percent of the out-of-service violations.

51.8 percent of those placed out of service, came from hours of service violations — in line with last year’s 50.2 percent — and falsified logs accounted for 13.2 percent. Disqualified drivers made up 10.2 percent of OOS orders, and suspended licenses made up 5.2 percent.

This week’s event includes an Oct. 21 safety demonstration in Philadelphia and “Teens and Trucks” educational events Oct. 16 in Grand Prairie, Texas, Oct. 24 in Cookeville, Tenn. and Oct. 26 Darlington, S.C.

tfl4The Department of Energy’s Energy Information Administration has come out with a new projection for what the average price of a gallon of on-highway diesel will be in 2013. Their current projection comes in lower, revising an early September forecast that it would average $3.96 a gallon. Now, they are saying that diesel will only average $3.93 a gallon.

The forecast, which was released last week in the EIA’s Short Term Energy Outlook, also includes a projection that the price of diesel will also drop in 2014. They expect gallon of on-highway diesel to average $3.76, at that time.

That project is actually a repeat of August’s projection and reverses the Department of Energy’s September forecast that the price of diesel in 2014 would average $3.82.

Both this year’s and next year’s averages have probably increased due to what appeared to be an increased chance of U.S. intervention in the Middle East, when it looked like in early September the U.S. military could become involved in the Syrian civil war.

Both yearly projections are a decrease from 2012, when on-highway diesel averaged $3.97 a gallon.

trucking95If the Government Shutdown continues too long, could it seriously affect the Trucking Industry?

Before the Shutdown began, Caterpillar sent out a press release stating that

Failure to act could have significant implications on the U.S. economy. It is imperative that Congress and the [Obama} Administration work in a bipartisan manner to develop a long-term plan that establishes sustainable fiscal policies.

According to Kenny Vieth, president of ACT, which forecasts demand for heavy duty commercial trucks,

Normally, government is incrementally positive for economic growth, but it’s been a fairly substantial drag on growth.

The Indiana-based firm expects 252,000 heavy-duty trucks to be built this year, compared with an earlier estimate of 261,000. In the likelihood that the weakness persists, it would spill into early next year. So, ACT took down its 2014 projection to 281,000 trucks from 298,000.

The slow-growing U.S. economy has kept production of new trucks far from its pre-recession levels.

ACT decided to scale back its earlier forecasts after noticing truck manufacturers’ 2013 forecasts falling this summer. The firm believes disruption of the federal government is likely to accelerate the decline in orders not just from the private sector, but the public one, too. State, federal and local governments consume a lot of goods and services and if they scale back because of the shut-down, they won’t need as many trucks, which isn’t good news for the companies that make big engines, wheels and all the metal and components that go into them.
