trucking72According to the Federal Motor Carrier Safety Administration (FMCSA), brokers and freight forwarders have until October 1, 2013 to comply with the new broker bond requirement of $75,000.

The deadline was included in a recently released list of frequently asked questions pertaining to the mandated changes in broker and freight forwarder requirements that are a part of the new highway funding law, Moving Ahead for Progress in the 21st Century Act, or MAP-21.

The act was signed into law on July 6, 2012, which then set into motion a number of trucking-related mandates, including the new broker and freight forwarder requirements.

All brokers and freight forwarders must register with FMCSA by Oct. 1. The act also increased the amount of the broker bond to $75,000 up from the current $10,000.

The bond companies will now be obligated to report to FMCSA when the bonds are canceled and the agency is to “immediately” suspend the registration of the broker and post notification on the agency’s website, according to another new provision included in MAP-21.

trucking71The Federal Motor Carrier Safety Administration (FMCSA) is warning drivers and others in the commercial driving and transportation industries to be on the lookout for bogus license plates and CDLs bearing a DOT endorsement.

You’ll be able to identify these phony plates, because they typically say “US DOT” on top, followed by a Department of Transportation number. One plate depicted in a photograph from the agency’s news release shows the motto “Live Free or Die.”

According to FMCSA Spokesman, Duane DeBruyne, the federal government does not have a role in issuing motor vehicle licenses or plates. Individual states have the authority to issue licenses and valid plates for motor vehicles.

DeBruyne wrote in an e-mail that,

License plates and commercial driver’s licenses are state-issued instruments; the U.S. Department of Transportation does not issue license plates or commercial driver’s licenses. Individuals who fabricate bogus license plates or CDLs are involved in a criminal activity. These instances should be reported to the appropriate state law enforcement agency.

The FMCSA did away with its registrant category last September, then last December, they switched all remaining USDOT numbers belonging to registrants to inactive status.

DeBruyne asked that instances of bogus license plates and CDLs purported to be issued by the U.S. Department of Transportation, or any other federal government entity, be reported to the U.S. Department of Justice or the Federal Bureau of Investigation

trucking68The American Trucking Associations’ advanced seasonally adjusted (SA) For-Hire Truck Tonnage Index increased for the second straight month, up 2.9 percent in January after jumping 2.4 percent in December.

(The 2.4 percent gain in December was revised down from a 2.8 percent increase ATA reported on Jan. 22, 2013.)

Tonnage has gone up at least 2.4 percent every month since November, gaining a total of 9.1 percent over that period. As a result, the SA index equaled 125.2 (2000=100) in January versus 121.7 in December. January’s index was the highest on record. Compared with January 2012, the SA index was up an impressive 6.5percent, the best year-over-year result since December 2011.

According to ATA Chief Economist Bob Costello,

The trucking industry started 2013 with a bang, reflected in the best January tonnage report in five years. While I believe that the overall economy will be sluggish in the first quarter, trucking likely benefited in January from an inventory destocking that transpired late last year, thus boosting volumes more than normal early this year as businesses replenish those lean inventories.

ATA recently revised the seasonally adjusted index back five years as part of its annual revision. For all of 2012, tonnage was up 2.3 percent, the same as reported prior to the revision. In 2011, the index was up 5.8 percent.

This idex, which is NOT seasonally adjusted, and represents the change in tonnage actually hauled by the fleets before any seasonal adjustment, equaled 122.4 in January, which was 10.7% above the previous month (110.5).
